Charging a Capacitor

Can someone please explain this to me? http://www.youtube.com/watch?v=e3NDH-JDxXM

In this video it seems as though he charges a capacitor to 400 volts with a 1.5 volt AA battery which makes no sense at all. I realize that I'm probably missing something major, but can someone explain how that works?

He is using the battery to operate a switching powersupply.  The switching power supply is able to provide the higher voltage.  Check out this video on power supplies.
